A barometer is a meteorological instrument used to measure the atmospheric pressure or barometric pressure. A typical mercury barometer, shown in the picture below, consists of a glass tube open on one end and closed on the other. The tube is filled with liquid mercury and placed upside down in a container which also contains mercury. As the atmospheric pressure changes the mercury level in the glass tube will rise or fall to show the pressure of the air pushing down on the mercury in the container. A standardized scale is placed on the glass tube in the units of inches of mercury.
